Update: Just found a post in the Comcast_Xfinity subreddit where the Mobile rep posted some details of the promos, and the last line says [reddit.com]
"If customer downgrades to a lower tier data plan, they will lose the remaining bill credits"

I did look at other carriers which have the "iPhone on us" deals but they are all like twice the price for unlimited. I'm paying $100/month for four lines for unlimited basic with XM but T-Mobile was $225. No thanks.

Short answer : NO
Longer answer Xfinity only allows one Xfinity account per phone even though iPhones can support two numbers. You can get around this if one number is from another carrier. Which doesn't help me, and I suspect doesn't help you either.
Xfinity Unlimited is $36 per month per line, which sounds cheaper, however any single day roaming is $10 per day, you can easily spend more by using Xfinity Mobile if you say travel abroad 2 weeks a year.
After I get home I put the physical SIM to the iPhone 13, where the new line is an eSIM, after a bit on Xfinity Mobile website it asked me to "bind the phone" or something, then both SIM are on the same iPhone 13 and can both call and receive text.
I suppose it is a bit complicated as after 14 all are eSIM only, you may be able to do an eSIM transfer between phones if they are on the same iCloud account.

Also, technically, both the line and the phone will both still be active on the account for the duration of the 24 credits.
FWIW, in my personal experience I have a device that is on bill credits where I actually traded in the device for a different carrier promotion, and I am still getting the credits. To me that seems to indicate that the credits are tied to the line and not the device. But in this situation I want to keep the device for the full 24 months so it will then be paid off and can be unlocked at the end.
Edit: I should add that I am going to do the base 16 and not the Pro deal in this thread. The base 16 promo is offering an $830 trade in for my 13 with a new number, and doesn't require an unlimited plan on top like the Pro deal does.
