Additionally, many cars no longer come with spares of any size. To me, this seems like very cheap insurance just in case...
To support your comment, I can confirm that several years ago Costco would not repair a tire where fix a flat had been used. But, I washed it out (it did take some scrubbing) and Sams repaired it without issue (and the tire didn't leak for over 15k additional miles).
The other use case for this is when you're in the countryside and have no other options for hundreds of miles. They give you a can of this when you're up in Alaska or down in Patagonia and have a rental car, because the nearest mechanic could be a several hour drive away and the likelihood of you busting a tire (or two) is quite high.
They do have their place and while yes, I agree that the spare tire is the best option, that's not always a choice.

- It saves you from needing to get out your spare tire, because it creates a temporary tire out of latex foam which should last ~50 miles. So if you're completely unable to install a spare or call AAA, this is your last resort emergency fix.
- You will need to buy a new tire. A lot of shops will refuse to scrape all this foam out. So instead of a $50 fix plug it's a $500 replacement. Depending on the shop, they might refuse to install a new tire, since they have to scrape the rim too.

And for my other car I can get tires for as low at $68 on avg. But I've seen it drop as low as $46 I think. I didn't buy as I didn't need tires as I just bought some. But even race tires they are less than $220 each. $500 replacement tires sound like high end off roading tires or tesla tires. I've heard those get up to over $400 easy.
