Licensing agreements have nothing to do w/ servers. They only effect sale of the game. FH4 being set to end purchase availability this December. The only caveat to this is there are a very small handful of cars that are no longer available in FH4 due to license agreements. Like 4 out of the total number of cars which is like over 700.
Once these games do go offline they are still playable against AI "Drivartars".
TLDR is this info you gave is incorrect and there is still value in acquiring FH games.
