I found out It requires a referral code from a friend.
With the trial you can't port out. you need to sign up and add referral code to get the line for $5 the first month.

2. Did you activate the 1st one that you ordered? The 1st one must be active. When you log in with the phone number of the 1st one, and the 8-digit PIN that you selected, Metro will send a 6-digit security code to the 1st phone. You'll need to enter that 6-digit code to log in.
3. You can create a new account, but it should be under another name, another email, another credit card, same street address is fine.

Nope, no luck. Nobody at Metro could tell me what was the issue. I gave up.
My guess is some limit by address
