My last successful Metro order to my home address was in mid-April. I tried again in mid-Oct to get the iPhone 13, still got the "Call us to complete your order" message. I didn't call because I knew it wouldn't do any good.
Do we know whether they go by address or identity, or both? I have 2 accounts using different identities but the same address. I also tried the "unit #" trick with no luck. I'm wondering if I should try with my work address.

I believe they have a limit per shipping address.

I activated using the order number during the grace period. Now the phone has arrived but I can't actually turn on and connect it to Metro and make a test call, because the line is suspended again. Does it really matter that we make the phone connect to the metro network, or is online activation sufficient?

So it's one phone per year?

There must be some sort of limit based on shipping address but I'm not sure how it works. Because my first account maxed out at 1 iPhone 12 whereas I was able to subsequently order 2 using my second account, and both accounts were using the same address for both shipping and billing.

That said, I had ordered 2 iPhone 11 over a year ago using the same name and address as used for the first account, though that account would've long expired. But it seems they "remembered" me and only let me buy 1 iPhone 12 this time. Which would mean a limit of 3 based on name, but on the otherhand they would only let me buy 2 iPhone 12 using the second account.

Ok despite the failure others have reported I successfully used US Mobile to get a third phone (iPhone 13) on my account.
Steps:
Download US Mobile app
Select low data plan. (Warp plan to get Verizon)
Select 50 text messages (0 for everything else)
Total for me was $4.48.
Next day requested a port out by chat.
Chat asked why and I said Metro had a great iPhone deal for port in. Offered a free month if I stayed which I declined. Gave my info and he texted a code to me then emailed port out pin and account number. Because of a lot of pauses in the chat took about 15 minutes
Port went through for 3rd phone at Metro.
Did you mean the "custom plan" of USM?

Things are so YMMV with Metro. I just kept ordering until they blocked my orders.

Today I see a message that you are not eligible to add a line. I had ordered one iPhone 12 before and was adding 13 to that one line. Time to give up

Approximately when was your iPhone 12 activated? I am getting the "not eligible to add a line as well", this started happening yesterday after I ported out one of the 2 existing lines on the account.

About 20 days ago. I have bought from Metro before. Nothing recently but this could be the reason

Weird, on my first account it is not letting me order a second line, but it is only failing at the last step of checkout with the "Sorry... Your security is importance to us. Blah blah" message. The name/address that is associated with this account was used to purchased 2 discounted phones over a year ago, however. I guess they have multiple checks in place at different steps of the ordering process.

Anyone who was "blacklisted" before due to prior orders of similar deals succeeded this time? I wonder if they reset the list from updating eligibility of port-in numbers Smilie Kind of reluctant to try again for the trouble of getting a non-VOIP number.

Got 3 different phones and 1 tablet under 1 account in March 2024 before being denied. Was able to get 4-5 tablets and an iPhone 12 across 2 accounts in May 2024 before being denied. Was able to order 2 iPhone 12s in September 2024 before being denied. Got denied last week trying to open a new account to get the 13 so couldn't even get 1. Then a few days later, tried on a different computer and so far able to order 2 iPhones. Basically all the same info and same handful of credit cards.

I've followed these Metro deals closely and trust me when I say there's no pattern.
