I have this. I had to put some weider 25 pound weights on the legs because I just sat it on the grass and didn't mount it onto concrete or anything. Had some really bad windy storms and is still standing. If you don't mount the feet to something or do what I did it will be wobbly.

It was meant to be concrete mounted as you mentioned, some people use 6X6 lumber or railroad ties or any number of things to weigh it down. I will be mounting them on the roof of a CONEX.

A guy locally (at my off-grid property) sells used Trina 250W panels for $35/ea. Will probably mount 12 panels.

did you mount standard sized panels to it? say 5.5' x 3.5' panels?

Decent deal, looking at strut prices at lowes it be difficult to diy cheaper plus just using wood is likely to cause issues.

According to the pictures mounting this on concrete removes the ability to adjust the angles.

Kinda, you can have more than one set of mounting holes. Most solar installs aren't moved once installed with spring/fall setting.

Is this aluminum or galvanized steel? Just wondering if it would need a coating of spray paint before going on a roof.
