Is this a good deal? I am already on lvl 30 with borderlands would getting this be worth it for any new weapons on dlc? Or do I have to start from scratch

Don't think you need to start from scratch. I was able to unlock all the DLCs inside the spaceship base after redeeming the code. And from what I've heard some of the DLCs are awesome so $15 for all of them felt like a good deal.

Game had some updates in August that make it worth revisiting if you wanted to try out another class without the grind.
Borderlands 3 Update: August 8, 2024 - Today we will release an update for Borderlands 3, which will be live on PlayStation 5, PlayStation 4, Xbox Series X|S, Xbox One, and PC via Steam and Epic by 12:00 PM PT. The update contains these quality-of-life features:
  • Players are now able to create a Max Level Character from the main menu once they have beaten the game and have at least one max level character!
  • Added an option to auto-sell gear based on rarity from the main menu:
  • This auto-sell feature automatically sells gear below your set rarity when picked up. Cosmetics will not auto-sell.
  • A note for Mission Gear: Once a mission has ended, any mission reward items offered as a pickup could be automatically sold if auto-sell is enabled. Before completing a mission, the auto-sell option can be set to "None" to avoid possibly losing a mission reward.

This practice is partially out of necessity. Disc read speed is too slow to handle most games.
Which is why you usually have to download the whole game even with a disc.

You have to install all games. DLC on disc is a matter of physical vs digital ownership.
