I would wait. Qualcomm has an exclusivity for Windows on ARM which ends at the end of 2024. You will likely see more laptop models from different ARM providers in 2025. Snapdragon is pretty buggy:

Fair but I'm looking specifically for a Microsoft Surface.

I disagree with the statement that 'Snapdragon is pretty buggy.' The majority of our phones use Snapdragon chips, and even Apple iPhones feature Snapdragon modem chips. Although the Snapdragon Dev Kit was canceled due to quality issues, and refunds were provided with customers keeping the dev kits, this should not overshadow the chipset's capabilities.
The Qualcomm Snapdragon X Elite chips, for instance, are among the most power-efficient and fastest chips available for windows eco system. My Lenovo Yoga Slim 7x with an X Elite chip delivers a snappy performance and exceptional battery life, requiring only 17 charge cycles from June until now. My son uses it for his schoolwork for almost 3 hours daily, and I use it casually. In contrast, my work laptop, a Lenovo ThinkPad with an Intel i7 12th Gen processor, requires constant access to a power adapter.
