A 65 liter back is supposed to be able to carry a bunch of things And that equals weight. But the few reviews on this when under weight seem to indicate poor craftsmanship with straps and various items ripping off. This may be expected for a 65L bag at this price point.
Take it for what it is. Don't over stuff it and it may be a good back for a first time backpacker Just understand what you get with $30 pack.

A good deal on a quality pack would be something like a $250 bag with good reviews on clearance for $100-150. But if these $40 packs were actually worth their salt then people would actually use them and recommend them, but they don't and that's for a good reason.
I'd say it may be serviceable but I'd be concerned about quality when it really matters if your heading out on overnights. For the price you could always give it a shot and use it for lighter duty if you find it uncomfortable or lower quality.
