When they refund you TIV they refund tax also. They adjust TIV with phone price and recalculate tax and refund the amount. Ideally the refund will be more than TIV.

This likely isn't Best Buy simply taking a loss on a trade-in by offering higher TIV for iPhone 13 Pro Max. What's likely happening is that Samsung asked Best Buy to hit certain sales targets, and Samsung is offering rebates (financial compensation that effectively reduces Best Buy's wholesale price for the S24+) to Best Buy in order to sponsor this trade-in offer as a limited time, manufacturer sponsored promotion. No matter how you slice it, Samsung is likely the one paying for this promo, one way or another, not Best Buy.

Best idea would be to trade in the iPhone 13s for S24 Plus, sell the S24 Pluses on Ebay for $700/ea, then use the resulting money to buy whatever phones you want (buy iPhone 16 on promo somehow?). Selling on Ebay is kind of a hassle, and there are selling fees involved, obviously.

How do they even come up with these trade values? My iPhone 13 Pro 128GB gets an offer of $600, meanwhile my iPhone 14 Pro 256GB gets an offer of $400.

Are iPhone 13s in high demand, or is there something unwanted about the iPhone 14s?

I checked cg, ebay S24+ is listed for 350-450..I think apple route is easiest.
