no, no, no, the ruler is folding and is specifically made for use by fish. So if you have a handy fish who does a lot of work around the house this is for them.

This is bad for kayak fishing. Nothing holds it open so you need a long flat surface for it to rest on

Is this like big calipers for measuring the length of caught fish?

Are there rules for minimum sizes of fish that can be kept?

Yes there are legal limits in many places. Fish have to be a certain size to keep them.
