Anyone have a recommendation for a budget air cooler for those who aren't planning to overclock. The Ryzen 5 7600 has a higher TDP of 105 watts instead of typical 65 watt for most "mainstream" CPU

Thermalright Peerless Assassin has been the go to cooler. It's well reviewed as being one of the best air coolers and is very affordable

Anything up to an Nvidia 4070 or AMD 7800XT would be good with this. A used 3080 would also be a great value option. What level of 50 series card it will pair well with is to be seen once they release next year.

I didn't know the Phantom Spirit was an upgraded version. I just thought it was a variation that wasn't as good as the Peerless Assassin. I may return the one I just got.

Yeah, sorry I was asking about the micro center delays max1001 was talking about. They're not apples to apples comparisons and this actually looks like an equal or better deal with the free SSD

The Thermalright Frozen Notte 360mm AIO can often be had for $55 ($65 right now) and is drastically better than the Noctua NH-U12S Redux + NA-FK1 additional 120mm fan it replaced in my build. This is with a 5950X that gets pegged at 140w all the time. I'd imagine the NH-U12S Redux with the second fan is on par with the Peerless Assassin .

I mention this as the price delta between good air cooling and a 360mm AIO is shrinking, especially from Thermalright.

I would second the Peerless Assassin and not recommend any water cooling solution if you want something cheap with as little maintenance as possible. Air cool is still simplest and will last 2 or 3 times as long as most AIO.

You're forgetting that most AIO pump will die much sooner than a half decent air-cooler. So it's not just the up front cost but also a replacement cost.
AND the fact that it'll just be the fan(s) to replace in case of a failure, it's waaaayyyyy cheaper comparing to pretty much the whole set up of an AIO.

so I would only recommend watercooling for someone who wants to be involved, at least a little bit of a tinkerer, or must have the esthetics, or money is no issue.

Peerless assassin 120 of any sort is pretty good though there's various versions of it. Also thermalright does have sub 50$ liquid coolers.
I cannot speak longevity but they work. Air is better imo unless you have a specific use case though.
