So, who approve the card in Chase doesn't know Amazon Prime member has to login before see the offer.

Same. Is there a clause that we need to pay the annual fee before applying for the card? If not, cant we just cancel after a month of prime and spend that $200 immediately?
I was on a promotional $1.99 for a week of Prime when I applied for the card. Got approved instantly. Spent the $200 in 5 minutes and cancelled the Prime membership. I was on a 6th day of the promo week
