Any device tethered to a specific carrier is what a locked phone is, and an Unlocked phone is one that you just buy for MSRP, and put on the carrier of your choice.

Can you provide any evidence of that? That's not how this has ever worked. You're saying popping a Verizon SIM into an unlocked phone will overwrite the software on the phone and lock it to Verizon (with a totally different bootloader).
Also, BestBuy explicitly states the opposite of what you are saying once you add the device to your cart.

Nope, you don't even have to open the phone once it ships. I think you are confusing activating a phone with activating a line. In this deal you are activating a line with the carrier, the phone remains factory unlocked and then you cancel that line.

You will need to activate with ATT/VZW but the account can be cancelled without any fee once the phone ships.

If it is too good to be true it probably is why would AT&T let you take $150 phone free no strings attached? Also when ordering line with AT&T , can we start a new line instead of porting existing line before canceling line or do they require you port existing line? How many phones/lines can one person buy from AT&T before canceling all of them for no strings attached?

BB is partnering with carriers to discount most of the big phone brands to be discounted by $100 if you activate a line with the carrier with the unlocked phone e.g. pixel 9 was available for $549 yesterday, you could get it for $449 if you had activate a line. The string here is the line that you activate, they assume that you will keep that line. See also iPhone 14 for $299 from Walmart as another example.
If you want to do all online and don't have an existing ATT account then you have to port a number. I do these normally by adding a line to my wife's ATT account and cancelling it. If you need a new line and account altogether you have to setup an appointment in BB, you will still get the discount.
I have done these multiple times but not all at once. People have reported did more than two lines at the same time but it's probably better to do this one line at a time and perhaps have some time in between.
