Seems good to me, but keep in mind what you're getting. The CPU's based on AMD's Zen 2 architecture, so it's pretty dated by now.

Stay far away from TN, but CPU passmark is approx 16000, which is very good

CPU benches higher than my refurb dell with an i5-8350u. Its about $20 more than I spent for my Dell about 2 years ago. Wondering if its worth the upgrade. Like the size and portability of my dell, especially since its on a dock with 2 external screens. Anyone know if this will support a usb-c hub with pd and 2 external displays?

I would guess this would be a very good upgrade. Beyond the CPU, the GPU is vastly superior and should help your CPU stay cool.
It should support a multi display hub, but if you're used to thunderbolt, it won't do that.
