I do have an offer ($140 cashback) in Capital One Offers (in my Capital One credit card account).
I tried 8-10 times last night to sign up through the Capital One Offer. Every attempt resulted in "Sorry, something went wrong on our end" with a telephone number to call. I never could complete the order.

When T-Mobile first came in to the area a couple years ago, home Internet wasn't available for a few months, right after they turned on service. Then they had it open for about a month, then closed several months, now it's back open. So, keep checking.
Common for some rural providers to shut down subscriptions based on capacity. Satellite in my area was for years, years ago. Nobody that wasn't already signed up had access to new service.
