T-mobile has a hidden plan for 30GB data a month data plan (you get your own sim and need your own device).
I got a cellular modem for $40:

Call in or use their online chat to inquire about the "Basic Mobile Internet 30GB plan (SOC: MI30TE or MI30TI)". It is $15/mo but you get a $5/mo discount by using autopay.
If you can't repro then you suck. This also provides you with a phone number for the data account and you get access to t-mobile tuesdays despite it only being a data plan

I was getting tracfones so I could get free iphones to sell and trade last year. Well that deal is gone, you could still get two tracfone smartphones with text/voice and a little data for $40 from HSN. To combine them, you simply activate them on the same number one at a time, the time and minutes combine. I mostly used the $30 two flip phones from ebay that I haven't seen lately.

You don't have to go to Costco and look for a booth. At my local Costco they had a booth - all it had was a sign to call the 800 number, they didn't even have a real person there, just the sign.
