You're paying tax on the full value of the phone ($449), so it's $99 after a trade in, but taxed as if it's full price.
Mine jumped from $99 to $143.99 (CA Tax)

Look up stories of people trading in their phones with Samsung that not only got their trade in declined due to stupid reasons, but locked out from their phone.
It's noted in their t&c that they will remote lock your phone if they don't like your trade in in order to make you pay it.
The same trade-in values seem to apply for new phones as well .. YMMV
