I just got off the phone with the AT&T Loyalty/Retention line and got an iPhone 15 for 5.99/month for 36 months at 0% interest with no trade. The rep said this promotion was better than the one listed on the website. The rep says I can't pay the phone off early but I was going to call after I get the phone and ask.
I bought my current phone (iPhone XR) about 4 years ago the same way but they allowed me to pay off the phone ($100 at the time). YMMV.

"Price after credits over 36 mo" so if you want to pay off early then you'll be paying the full price of 729.99.

Edit: I called back after I saw someone mention a $200 credit on Reddit.
I can't guarantee this, but the rep assured me it is correct. Through that Target number/link you also get a $5.55 bill credit for 36 months on top of the $1.99/month. So they will give you $3.56 per month in credits to use a 15. Upgrade fee was waived through signature program, $35 otherwise. You can see the $200 deal listed here. Only way I could find to get the $1.99 was on the phone. I went to a smaller Target that said "limited stock," but was told they had no way to order one. A bigger store might.
