No, this is too new.
The last camera that was eligible for the grandfathered CamPlus Lite was the v3.

This still has local storage on SD card and remote playback, but no cloud clips nor AI/smart detections.

No - These will still trigger on movement. The difference is that the subscription will store the video and allow you to instantly play it for up to 10 seconds (or something). However, if you have a MicroSD card in it, you can still replay the video from any internet connection via the app for however long you like.

I have a west facing window that overlooks my front yard and driveway. Every Wyze cam (v1,v2, Outdoor, & v3) that I've put there has gotten a burn in from the sunsets. This leaves a purplish hue on the recordings at all times. My Eufy 2ks have never had this issue.

Really?! If you were really worried about this you wouldn't be looking at $9 wireless cameras. There's been no proof the CCP has a backdoor on these products and why would they want to look at your front door? These rumors are all about leveraging fear so the US can keep their economic dominance and not be surpassed by China as the #1 economy. But the US has something tangible now with the CHIPs act and keeping them from acquiring EUV lithography machines to produce cutting edge chips. So if the backdoor crap is keeping you from buying this move on and buy a wired camera so you can watch your front door.
