It means you can only use that fridge in common living areas like your kitchen. Some people would like another fridge which stays in the garage. However, most garages aren't cooled in the summer or heated in the winter so the operating range must be between 38-100F.
The manufacturer basically have to test it and ensure it can still cool properly if the outside temperature is already pretty cold or hot.
Fridges that are not garage ready may stop cooling if the ambient temperature is below 55F which would cause the food inside to spoil. I will say that even though it doesn't say garage ready, if you know your garage stays above 55F in the winter then it should be fine. However, I know some places up north have much colder winters and the garage temp may fall lower than 55F.

All Insignia fridges have standard 50F - 110F temp range in the specs. Even though officially they do not consider them "Garage ready", there are many, many 5-star reviews from ppl who use them in their garages. Search reviews for garage.

I searched "garage" in the BB reviews and found that many users mention using the product in their garages, but their feedback typically comes shortly after installation. Remember, the experience with a garage in Chicago might differ significantly from one in Phoenix. YMMV
