I suspect your getting thumbs down because this 20% off circle coupon is YMMV. I don't not have it on my account and neither does my wife. Nice deal for those who have it and struck out in store with the 30% off sticker deal.

This worked exactly as the OP described. I had the 20% off deal in my Circle and then used the Target card for another 5% off.

I don't know WHY I had a 20% off coupon, but I did and it worked for me. The fine print says it excludes VR equipment, but it didn't.

Two reasons. 1.) Some people have been able to capitalize on a Target error and getting 30% off. 2.) SDers don't like when a deal is targeted and they cannot replicate.
