Yup - what I usually do is place an order before I head to McD's, pick it up in the drive thru and then pull back thru the drive thru and place another order The 15 minute timer is from the time the order is placed, not when you pick it up.

You don't need 2 phones. You can create up to 3 accounts with 3 different email addresses and just switch accounts. You will have to wait 15 mins. though (unfortunately). I always activate the 1st deal (or place the 1st order) prior to getting there. Then, the 2nd deal can be used right away. It will maintain the codes for several hours, in case you're delayed (although the code will change periodically).
The advantage of 2 phones (as you stated) is that it will eliminate the need to wait 15 minutes....but how many people carry 2 phones? It's not a typical situation.
