This is a really low end system (for a low end price) and no touch screen.
I bought this for my father, to surf the web, and check his email. The 17.3" screen is nice for a laptop for basic use. It would not handle most games very well, at least without turning all the detail and settings down as far as they go.

This is an excellent laptop for those that have basic needs. That i3 is way more powerful than needed for normal daily tasks. Know what this type of laptop is for and you will love it. 17.3 is great for those that might have aging family members that just can't see a 14 or 15.6 inch screen.

I'm getting this for elderly parents and I think this would be a great replaccement for their 2013 laptop that is very slow and out of maintenance.

I will withhold judgement myself regarding display quality because I have to see it to decide.
But according to the website and BBY specs sheet:

The display is indeed IPS and it looks good spec-wise---300 nits instead of the usual 250 nits.
Of course I have to see it in person to decide on the quality. If the quality is really that bad I may return it.

I hope it works out though as I can never get a similar 17" for $200 even with highest HP EPP discounts.

HDMI port is HDMI 1.4b which means it won't do 4K @ 60Hz which is interesting since the features state:

"Smoothly stream 4K content and play your favorite games. With excellent Intel UHD graphics performance, you'll see the difference in everything you do."

The screen is only 1080p so how does one "smoothly stream" 4K content?

Any word on what the USB-C port is capable of? It says USB 3.0 (5Gbps) but what about video output or PD charging?

RAM and memory are the same thing, so I assume you mean RAM and SSD. It says DDR4 so it should be in a SODIMM slot. SSD is upgradeable.

Checked on the internet and found HDMI 1.4 can do 4K/30. Though for my parents they may never use this feature. You need HDMI 2.0 to do 4k/60.

This model was posted on SD several times before.

I just picked it up. It's very nice that they left 1 DRAM slot open and only has 1 8GB module installed. It's 8GB DDR4-3200 made by Nanya Technologies. Windows 11 already runs fairly smoothly with 8GB for basic web browsing. But if desired it's pretty easy to add another 8GB module to enable dual channel and have total 16GB.

The IPS display is also quite nice to me, it's a huge upgrade from the 1600x900.
For $200 I have absolutely no complaint and will keep it.
