You will need a Windows PC, any Windows PC at least with Win10. Also a USB-C port on the PC if you plan to use the charger's cable. If your PC doesn't have USB-C, then you will need a cable with USB-C on one end and USB-A on the other.

I do, works fine and does goes up to the 65W if your phone supports it. Also the HDMI worked but I have heard that for phones is a hit and miss. For the Switch, Steam Deck, and the Ally works fine too after the firmware update.

It's used to get HDMI out of a portable device that doesn't have HDMI, i.e. phone, Switch, Steamdeck. You can get adapters, but they're usually ~$20 and you'd still need a charger. This does both.
