I like a couple of these in my (car) camping kit. Easy to clean and the protective sleeves stay on while rifling through the kitchen stuff bin. That way they aren't getting damaged or cutting stuff, my hands especially

This is not true. I've had this set for a long time now and none of the coloring is going anywhere.

Is it even worth getting a (basic) knife sharpener over buying a new set every few years?

I almost never cook but I do notice knives getting duller over time, and the knife sharpener advice online (like any niche hobbyist/purist advice online) pushes casual newbies (like myself) to over-invest in some (relatively) expensive niche tools that rarely ever get used. $200 knife sharpener set, or at minimum $50-70 knife sharpener set. I'm thinking for casual basic users maybe it's just better to keep buying new knives for $10-$12 every 3-5 years, and 'sharpen' on the bottom of my ceramic mugs in the meantime.

Expert opinions?

No it's really not if you are a basic cook.

Yes, that's a great way to maintain a ready-to-use set of knives, just buy a set every 12-18 months for $10-$20. You don't need to become an expert to sharpen them yourself either, so that's an option - an inexpensive electric sharpener will work, but note that many electric ones remove metal a lot more quickly than stone-sharpening methods, and due to how they operate may be unable to sharpen the heel of some knives so eventually the blade will not be flat along the entire length; I wouldn't recommend it for expensive knives but it's fine for low-mid priced ones. Or you can get some stones and spend some time ramping up your skills on the zen art of hand sharpening.

The bottom line is that there are plenty of ways to do this, and they all have benefits and shortcomings. Had I not stumbled upon it as a hobby, I'd use method #1 and the knives offered here would be fine for that purpose.

We bought at Costco similar Cuisinart set, different colors though, and I can confirm that the colors of the pink pairing knife are completely gone.

Some of the inexpensive knives that appear anodized can bleed colors. These are coated and as you say won't bleed. Sharpening them may flake off some of the coating but running a brush or something over them in the sink will fix that.

Unfortunately, the chicken-littles of the world are allowed to run freely here to indulge their need for relevance by trying to inflict their negativity and ignorance on others. Cost of doing business here, I guess.
