Merchant can prove you purchased a "Have Fun" Gift Card. Merchant then ships you the "Have Fun" gift card you ordered. It's not the merchant's problem if the "Zillions Gift" website changes their available retailers. That's part of the ToS of the gift card you purchase -- not the merchant you purchased it from. You purchased an Zift Have Fun card and presume you will receive a Zift Have Fun card. Any claim against the purchase would be fraudulent as you received exactly what you purchased. Your claim would be against Zift/ZillionsGift over The Gift Card Shop.
Edit: Also, Paypal Buyer Protection indicates:
The following items or transactions are not eligible for PayPal's Purchase Protection program:
"Payments that are equivalent to cash, including stored value items such as gift cards and pre-paid card"
BoL -- the good news is that it looks like you can just convert your mistake to a Lowe's gift card. It's not like all hope is lost.

As far as anyone who is thinking of doing a chargeback -- you will likely lose due to the above information and the fact that the merchant can confirm you received the card (either via tracking, or via you typing in the card number and/or personal information confirming the card receipt)
It's gonna be a rough ride..........
It would be nice if moderators were more aware of these risks and helped highlight them like I did.
I asked for a refund and after several rounds of them denying my request they finally agreed to a refund once I told them I would be filing a claim with the FTC and the CFPB and my state's AG.
So while it may be a hassle, I imagine someone could their money back if InComm doesn't give them an Amazon card.
