To get the $1000, you have to trade-in a phone that's almost worth $1000 and then lock in for 3 years. AT&T has lost their marbles.

But isn't next up an extra $10 a month per line too?

That's still probably better than not paying it, but it still doesn't feel like much of a "deal"

You have to payoff 50% for next up and att service is pretty expensive compared to like carriers. T-Mobile seems like a much better deal and 2 year payoff.
