This promotion is for SDers with grandfathered plans, not completely new service. You can get other deals with other promotions as a new customer, like the 4 iPhone 16 Pros with 4 Essentials lines for $100 deal that is on T-mobile's homepage.
File a complaint on the FTC website and you'll have any problems solved within a week. I had to do it twice with two different wireless service providers and both times I had a high level representative call me back and fix the problems I had in a short call.
