The RYOBI 2 Amp Battery Charger & Maintainer keeps your motorized vehicle battery at a peak charge level, allowing your battery to sit idle without any worry that it is dead or damaged when you need it. Hi. It's just to charge yout car, motorcyle battery, or other similar types. You can also leave it on the battery so it will top it off, especially if you don't drive your car much or drive really short distances.

Realistically no. But I did just start a car that would not turn over more than once by putting my maintainer on using a rigid drill battery and a inverter. Took 20 minutes and was able to start the car.

I have a battery tender branded unit. This will make a nice backup. Look to use the same hardwire connector.

I use it outside all the time. Get along enough extension cord and make sure the unit is in the engine bay to protect it from the elements.

I have a 2nd car that gets driven about once a month. My car battery is hooked up to something like this so the battery stays charged. This is needed because if I don't do that, the car battery will be damaged and then my car won't start when I want to drive it. I'll also have to fork out another $100+ for a new car battery.
