This set can fully stand on its own. You can have hours of fun just playing with the cards included. This introduces you to the game, and then you open up the included packs over time to introduce more advanced card concepts. Well worth the $10.
But, if you get really into the game, that's when you'll be tempted to start buying booster packs, etc.
How much you end up spending depends on how you want to play the game. If it's just with your family, then buying a few packs here and there along with some of the starter decks (which also regularly go on sale) is a good budget friendly way to go.
But if you want to compete with others at your local gaming store (lgs) then you'll need to spend more to get all the specific cards to make a competitive deck.

On a side note, as someone who allowed "the fever" to take over my world; I can understand how addictive collectible card games can be. It's like a thirst, an insatiable hunger for more. The addiction took well over 15 years for to take its course. That said, I'd say that it was a net positive in my life as some of my closest friends were met playing Magic in hole in the wall comic book stores.
