If AMD the best $500 card today is the 7800XT. I'd factor in the cost of a new PSU if it is the same vintage as the the RX 480, today's GPUs hit hard.
The 4070 is the solid Nvidia choice in that spot.
If you can wait about 10 days CES 2025 will happen and we will get the low down on the next gen parts from both companies.
That said, price/performance is likely to be underwhelming with any performance upgrades offset by some sort of price hike, so buying a solid card now with at least a 14 day return window gives you the best flexibility, IMO.

It's true that AMD, Nvidia, and Intel have been acting very strange, creating scarcity where none need be to force consumers to buy product models they don't really want. Or maybe they did not anticipate the high demand levels... It's really bizarre...
