You should really wait until CES at the beginning of January. It's less than a month away and AMD keeps touting that it's going to release a very good price to performance midrange card.
I have this card. It's a beast and quiet in my rig. No rgb, which is nice.
Wow, you waited long enough!

If AMD the best $500 card today is the 7800XT. I'd factor in the cost of a new PSU if it is the same vintage as the the RX 480, today's GPUs hit hard.

The 4070 is the solid Nvidia choice in that spot.

If you can wait about 10 days CES 2025 will happen and we will get the low down on the next gen parts from both companies.

That said, price/performance is likely to be underwhelming with any performance upgrades offset by some sort of price hike, so buying a solid card now with at least a 14 day return window gives you the best flexibility, IMO.

Won't be delivered for at least two weeks, locked in the price and will see if I need to cancel/return.

Everyone keeps talking about waiting and CES2025 etc - but the truth is this, once you wait, new cards out etc and guess what …. you absolutely will need to wait another 6 months after they are released even just for the chance to buy one.
Waiting another month won't hurt anyone. First wave of new GPUs will be released by both AMD and Nvidia in Jan and Feb. Even with high demand, I don't think it'll be that bad.

You can always buy now, sit on it, and either keep or return it by the end of Jan, depending on what happens then.

Wrong decade. AMD or Nvidia. And at the low end (SURPRISE) Intel. Whoever has the best price/performance is always the answer.

I cannot wait a decade but can wait a year for next gen for another price drop. I'm holding to buy.

I think technically they just said they want to take back market share. We just assumed that meant a good card.

Latest leaks were saying 7900GRE performance, and earlier leaks were saying $500+ which would be almost no improvement, similar to last gen.

I'm still hoping for a good mid-range card, but definitely not expecting it.

Depending on the rest of your system I wouldn't go with anything less than 750w. I'd aim closer to 850w just to have more headroom.

I 100% agree with you in theory that they've continued to fleece consumers, but to think a boycott would change anything, they clearly don't care. As the years progress, and as their data centers/AI business profits continue to eclipse 90% of their total revenue, the gamers/consumers that helped support them initially will be forgotten and they could care Less.

Tl;dr buy whatever fits your budget as they don't care about the single consumer/gamer anymore because the data centers/ai is what currently drives their profits.
