The other complaint I have about this design is the carbon fiber lid, which doesn't seem to resist wear as well as the more traditional lids. Purely a cosmetic problem, but don't be surprised if a model you receive is functional but has more scuffs on the lid than you might expect for Grade A.

Two Latitude 5-series laptops that we bought had system board failures in 1 & 10 months after the 90-day warranty expired with FedEx Recycling ("Dell Refurbished")... est. $600 total loss. It was well documented on Reddit and Dell Communities by I.T. managers who purchased hundreds of these units.
Investigate any potential model purchase thoroughly on Reddit, Dell Support Communities, etc. Take the responses from I.T. managers very seriously as they support thousands of Latitudes over many years. Dell Business Leasing ships these in very large quantities to government and business employees for 2-3 year leases.

For just under $200+ tax.
My only complaint is it's a 13.3. But they did not have any of the larger screens with 16GB and a touchscreen for less than $300.

The failures really depend on the specific model. This goes for any manufacturer.

When describing Dell Refurbished the shopping experience that comes to mind are the classic warehouse stores operated by some major retail stores and manufacturers. They're less common to find as companies such as Dell(!) have leapt into the space with sales channels for Dell Outlet - a completely distinct operation from Dell Refurbished - but which are more like traditional retail in many ways. Instead, the retail experience for such "true" warehouse stores was between barebones to non-existent in open warehouses or abandoned retail spaces staffed minimally with a cashier and one warehouse agent. And of course the sales and post-sales support was similarly barebones, with no floor staff and sales typically being treated AS-IS or with exceptionally limited and/or onerous return policies.
That is Dell Refurbished. This leaves a lot of work for the buyer... but does present some great values every so often.

The Dell Outlet is a totally different business model - those are sold as fundamentally new systems, either returns or overstock, and they come with the same warranty as new. For that, you tend to get about a 35% discount off the normal sales price. I buy from both sources, and I have actually had more issues with computers bought from the Outlet (they were returned for a reason) than with computers bought from Dell Refurbished (they were workhorses that were replaced because the lease was up). Of course, YMMV, but, with people having to replace perfectly serviceable Windows 10 systems right now, Dell Off-Lease is a reasonable alternative.
Others have reported similar problems.
Some years ago (5 or so), Dell used to have on their website, a very detailed list of what constituted "refurbished". It was a much more comprehensive list than what you've listed.
What is clear is that the quality of refurbished computers, coming from dellrefurbished, is a much lower quality product than used to be the case. Many that are sent out are not cleaned, do not have obviously problematic parts replaced.
They certainly don't test the batteries to ensure they charge to at least 80% of the original charge amount. Over half the computers I've received have had that problem. That did not use to be the case.
So the bottom line is the product being shipped by Dellrefurbished is a much lower quality product than used to be shipped by Dell 5+ years ago and marked "refurbished". I'm not the only one who has said this - there have been quite a few comments from IT people at slickdeals, and elsewhere on the internet, who have said this.
And to correct a comment above: Note that the link only states that link only states that "Dell Financial Services LCC (DFS) is a wholly-owned subsidiary of Dell Technologies". It says NOTHING about how Dellrefurbished is related to Dell. In fact, that sentence of the FAQ is written in a way that is deliberately intended to be misleading.
