Sure, it's a look, but I wouldn't call it a "fashionable" look but to each his own. Certainly not a look I would trade for better wet protection.

For the record, I actually see both sides. But aside from fashion concerns (I'm old so my big goal is to remember to wear pants before leaving the house), it kinda depends on where ya live, how long you plan on being out in the rain and other things like how close you pay attention to the weather forecast. For me, I don't need to be prepared for a downpour if I'm walking the dog around the block and not g it's not currently raining so, I'm fairly sure I'd survive without a hood. I used to walk to work and sucked at paying attention to the forecast so then would probably opt for something hooded.
