so you should be able to power a 4w-5w device "indefinitely"
4-5w devices include things like cellphone running a basic app, usb string lights, usb fans. (basically all the random usb devices)
My raspberry pi server tends to use ~11w-15w due to it also powering hard drives, so I use that with a 200W solar panel and a 100ah battery.

if you expect no downtime, the panel / battery would need to be way oversized. The panel is probably not at optimal angle for a good part of the day, and you might get a few overcast days in a row. I don't think 25W is sufficient for stuff that require a consistent 5W power draw
