You need to see one extra episode after this series to complete the main story.
The series was unfortunately cancelled early. There were plans for another season, but that season never happened. And so the story was not finished within this series. Then later the creators finished the story in a stand-alone episode of Justice League Unlimited. Episode 13 from Season 2, titled 'Epilogiue' concludes the story. The art style in that episode is different from this series but the characters are the same, and the story basically continues from where this series ended. That episode's story was supposed to stretch over the final season of the series.
If you watch this series definitely watch that episode. It wraps up the series quite nicely.
The package is complete from the show's perspective. Terry McGinnis had some cameos in other series that were airing on/around the same time, so I suppose if you wanted a true completionist's take, you'd have to also get the crossover episode from The Zeta Project, or the crossover episode from Static Shock, or a handful of Justice League episodes. But they're not really required. Maybe watch the JL episode "Epilogue" if you want some closure after watching the series.
I don't know if this boxset includes the movie, Batman Beyond: Return of the Joker. If it doesn't, I would definitely recommend getting that, too.

Does this have the complete story? or are there other shows you should also watch?

The JL Episode 'Epilogue' was to be the conclusion of Batman Beyond. At the time, the cartoon networks wanted to move away from adult themed animation shows and appeal more to kids to sell merchandise (merch is a big money maker); also thats why you see a change in the animation and storylines of the original batman series. Combine that with the show not being that popular (advertisers did not like the ratings they saw for BB) and changing leadership at the studios and you have a good recipe for a cancelled show.

Justice League Epilogue was indeed closure to a series that a 12 year old me was very fond of. It's quite good. Unfortunately, it's not included in this set. It would have been a nice touch.

"Epilogue" was meant to be a conclusion to The entire DCAU, not just Batman Beyond. That's why it ended with a coda to the original Batman: TAS, with Terry flying by a helicopter and a random guard saying "Did you see that?", just like the first episode of Batman. But then JLU got renewed for two more seasons, so that kinda went out the window.

Wow I totally forgot about the zeta project. Looking it up, I'm surprised it got two seasons...
Felt like a random TV show that was shoved in for no reason. I don't even think the zeta project is even in the DC universe, just a one off by WB?

I mean it was technically a Batman Beyond spin-off (the Zeta character first popped up in a BB episode as a reluctant assassin who kidnaps Max), so yes, I would assume it's in the DCAU even if it has no comic origin.
I also seem to recall that the Zeta model might've had a cameo in a Justice League episode somewhere--like just as some prototype robots that get gunned down on-screen--but don't quote me on that.

Dam fr? Honestly that is a good coda to Batman but idk about it being a good conclusion to the DCAU. By the time JLU came to be, the scope got much bigger than batman. I kinda like how it ended.
