QLC vs TLC: less durable, significantly reduced speed when drive gets full.
Dramless vs dram: should only be used in PC/laptop to make use of HMB tech which PS5 doesnt support, nor do external boxes. Otherwise, transfer speed will slow down very quickly with large transfers.

If I'm using a NVME solely as a storage drive for media on a PC (not a boot drive) does it matter as much if the drive is DRAMless if it supports HMB?

Yeah. Should be ok... non-essential storage in a PC is one of the uses.
But seriously though, there're plenty of sales on more quality drives from time to time. Why limit yourself for some tiny savings
