It takes some configuring, but I've had good experiences with using Google Family to manage my kids devices.
1. Go to the web to find the current minutes, messages, data, and days remaining on your permanent phone.
2. Activate your "donor" phone on the same account.
3. Go to the web to find the current minutes, messages, data, and days remaining on your new, donor phone.
4. Go to support.tracfone.com and scroll down to and click "Chat with Support".
5. Populate the message template below with details of your donor phone and permanent phone and share with the CSR.

Once the points become available to use, and TF still has eGift Card option, you can redeem 5,100 points for a $50 Amazon, Walmart, Target or other brands gift card. You can also redeem 600 points for $5, 1,100 for $10 or 2,600 for $25. (There are other activities you can do to earn points every month, but TF has significantly reduced the amount of points you can earn.)

As to the OP's question I think it might depend on who Google is using to host the Google Voice number. I tried transferring an AT&T mobile number to Google Voice five or six years ago and they said it wasn't possible in my area. I'm guessing the local ISP that was hosting those SIP numbers wasn't setup for it or something. So there is a chance it has nothing to do with how the number is classified.

I referred my neighbor, and he bought a phone and activated it using my referral code. But they took away both our points after a few weeks. Of course since this was a legitimate referral, everything was different. Email, ipaddress, address, name everything. My theory is that they are probably looking at GPS data through the app or something of that sort, and since we are next door neighbors, marking it as self referral.
My referral points around the same time from another out of state friend is still intact.
This will be eligible for this deal but make sure you change your card number anywhere that you have it recurring. (or don't and wait for them to chase you down 😁 )
