Looks like it. I tried 3 stores yesterday, had to wait for atleast 30 minutes at each store for my turn to talk to the rep, when it was my turn in response to my question if they have S25 in stock the rep said they may not have in stock but wanted to check my identity first before proceeding further, so I had to punch in my phone # & SSN on the terminal, they pulled up my account and after few minutes said they are out of any version of S25! Similar experience with all 3 stores. So, this makes me think there should be some memo to the stores.
So far, I upgraded only once. Got 1 S25 on the new free line trading in Moto G Play, and 3 days later, upgraded to S25+. Wanting to upgrade to S25 Ultra and call it a day, but wasn't successful.

I had very similar experience in store. They told me they may be out of stock of the original S25, but had the higher models. I pressed them on it, and they then said they had some in store. I decided I would just get an S25+, anyway. Nevertheless, they took ID and SSN, and still said it needed to be shipped, even though I was not asking for the base S25.
I'm not totally sure what is happening, but figure, either way, they are trying to stop the super cheap upgrades. It's costing them.
Traded in two crappy Moto phones via mail a week ago for 2 S25.
Went to Spectrum store yesterday and traded in the S25s for S25+ phones.
Here's the kicker (for all you haters and people screaming about fraud):
The guy who did my trade in saw my ID, smiled, and said "I remember you!" He went on to say he remembered me from last year with the S24s (I did the same thing, going from S24 to S24+ phones in-store). He said he couldn't believe how good a deal it was and turned around and did it himself. Said it was great and that, hey, as long as the loophole remained open, take advantage.
So for those of you thinking there is something wrong with doing multiple trade-ins, just stop. You're wrong.
Plan on trading the plus phones in for Ultras next week.
I've been doing this since the S23 lineup, and I have never used the Spectrum lines for anything other than trading in and selling devices. Simply retail arbitrage.

yesterday the fraud alert went off when I was trying to trade in a old phone for a new line. I assumed it would do the same when I tried upgrading a line but maybe that would go through. might give it a shot lol

Upgraded line on free line by trading in Moto G Play 2023 last week, no issues. Got s25 base
Today, wanted to add a new line and trade in another old phone I have. I went to one store and they said it wasn't the right model in their system. They did something in addition to or instead of usual IMEI check. Said my phone didn't work
Took leap of faith and went to another Spectrum store
He asked if it was unlocked phone. I said idk, I dunno. But that that shouldn't matter
He said it does and they don't take locked devices
I said there's no such policy written anywhere. He said it's internal policy and they may charge me back as a result if it's rejected at warehouse eventually
I said okay. He said you're taking that risk
Eventually relented. But yeah, I took screenshots of all the terms. They're the ones accepting it at store. Technically they do have discretion. But not over the locked unlocked thing as far as I can tell
IMO they're getting kinda miffed by the endless trade in shenanigans
But also, it's a pretty easy transaction for them. Idk why he had to get panties in bunch about how the warehouse will reject the trade in. It would be good policy to accept only unlocked ones, I agree. But that's not the policy so
I will keep this phone in it's current unused state for a bit. Which I planned to anyway lol
That way, if I get something from Spectrum saying rejected, I'll return or something
Doubtful. But this guy was taking furious notes about shit or something or the other. Sadly I don't think it matters. He signed off on the trade in. He could've rejected it for another reason, though
