The 6th and 7th generation (this one) mini have the same type of screen as the iPhone 13+ and if you had used one, once, you'd realize you're applying TV logic to a magazine.

Depending on what you're doing, yes. I use a gen6 mini, a gen 4 pro and an iphone 13 pro max. (yeah, I had a case of upgrade-itis in 2022 after a long stint of being good) and for heavy workflow (business) stuff and moderate game usage, they're pretty close in responsiveness.
I *may* have some 'effects' (rubber banding, magnifying, animation) disabled in the OS if I found them annoying, so there's a chance that one of those makes it feel more sluggish.
The 'effects' difference is enough between apple and android that everything feels slow for me on high end android that nothing feels as responsive, but that's perception on the high end (and 'unusable' with lower end android devices).
Compared with similar uses but more programming on desktop/laptop macs and fairly high end monitors, it feels the same; pixel density, brightness etc. drives what I can tolerate with screens. Business (long hours) and gaming displays have different purposes and for people 'requiring' high refresh rates, 144 monitors are ridiculous in price if you want accurate color and crispness.
I stopped using motion-heavy gaming before the current gen retina came into play, so I guess YMMV depending on actual use case.
