Not waterproof per se but water is supposed to bead up and roll off.

No, you still get wet but you stay a little warmer compared to most sweatshirts. I have a zip rain defender sweatshirt I use as a cold weather layer when I'm working outside. It works well for that. If it's extremely rainy/snowy I'll wear something else but it usually suffices here in the Pacific Northwest.
