Now what are the next steps? Do I turn it on and it's activated ? Or do I have to do any porting steps?

I PM'd norcal last week for some talking point tips, however it didn't work when I went into the store in Vacaville today to try and replicate his deal on my way home from a Tahoe ski trip.
Dude at the store said this is an online deal only -- in store it's a free iphone for 3 months + tax and other random bullsh!t charges - was trying to charge me close to $300; I walked out.
