Most of people think USB PD HUB gives you enough power to external devices like 3.5 HDDs. But it doesn't give you enough power for 3.5 HDDs.
If you want to use 3.5 external HDDs buy a Powered USB HUB. You may don't understand until you lose or corrupt your important data. USB PD HUB is not the POWERED USB HUB even if you connect a high power charger.

I'm talking about 'Powered USB HUBs'.

Anker: This just ok. Price is so bad for the quality. There are not many models. These models use VIA, GL.
Some old models use VIA812(don't buy VIA812). VIA812 is still in the market.

Check the Chipset before you buy it. There are only 3 chipsets in the market. VIA, Genesys Logic(GL), Realtek. Avoid 'GL-'(Genesys Logic, worst trash, cheapest chipset from China origin) and 'Realtek(trash)'. VIA chipset is not that good enough but much better than others. Don't forget there are no perfect USB HUBs in the market.

About Chipset performance.
Best: VIA817
Better: None.
Good: None.
Worse: Genesys Logic(GL)
Worst: Realtek- New HUBs don't use this chipset anymore. It's so old chipset. You can hardly find the hubs which use this chipset these days.

This is super helpful but I'm confused about what chipsets the 4 brands you list use. I thought VIA since that's at the bottom of that section but then I saw that you mention the GL for the Ugreen. Maybe I am just confused.

You have to buy 'Powered'. It means it comes with a Power Adapter. You have to check it out before you buy it.

How do these get power (to charge the laptop) if I'm using it as a dock for my laptop to my PC monitor/mouse/keyboard? Is it the usb-c PD connection into a power outlet /adapter I supply on my own?

Yes, the power supply is not included. The 2 most popular methods is using a laptop style charger linked below with the USBC end going into the USB-C slot on the dock labeled PD. It is 130watts, but the dock ends up using about 15 watts to power itself.

The other method is to use a high wattage phone charger, preferably over 65watts.

I've used a 65 watt laptop charger with my dock and although charging works, the laptop just displays "slow charging" which is alright if not using heavy CPU loads.
