People have been using $5 Visible lines ($25 - $20 referral code for first month).
EDIT: I guess Metro doesn't have much of a time limit between when letting your account expire and placing new orders because I just placed an order for this ip13 and it's only been about 3-4 months since I let my previous metro plan expire. Also, I placed the order just minutes after creating a visible account and porting that new visible number over to metro.

I went to store and store said online only and the page for iphone 13 does say online only.
store wants $215 all in per phone.
Tried it but no luck still getting the same contact them error. Did you change any other info besides apt #?

Same information for all orders. I guess I should be able to add another new line once my tablet is shipped and activated.

- 1st new Metro line $75 for free iPhone 13 (which has $250 trade-in value at Apple for phone purchase)
- 2nd Metro line $35 for 2nd free iPhone 13 (which has $235 Apple gift card trade-in value)
- 3rd Metro line $35 for free iPhone SE 3rd gen (which has $95 Apple gift card trade-in value)
- used $5 visible phone number each time, using my own referral code (I used Visible for my main phone) and using my main phone, an unlocked Pixel 8 Pro, to get each new number set up and ported. And I'll also save $60 total on my monthly Visible bills through that.
- used same Metro account with same name/address/payment each time - except I did add "unit A" and "unit B" into the shipping address part on the 2nd and 3rd orders, just to be safe (not sure if that would have mattered or not).
- first 2 times, used same home wifi internet connection and desktop web browser to place orders.
- no problems except the standard hickup where you need to press the back button within the webpage purchase process (NOT the back button in the web browser itself) because it skips the port-in step to go straight to payment step.
- all 3 times required answering security questions with personal details about the age of myself or a family member, and previous addresses where we have lived.
- 3rd time, i hit the port lock problem multiple times, where it says i need to call in to complete the order.
- never bothered calling in, just waited a day (or less sometimes, i think) until it allowed me to try ordering another line again. got this port lock rejection screen 3 times, maybe 4 times, over the last few days. i would be able to enter payment info, go through the porting process (received a text message on the Visible esim saying that a port was in progress), would get to final confirmation screen, but when I click the final button to confirm/finish the purchase, after that is when it would give me the "need to contact us" message.
- saw someone else's helpful comment about using a different internet connection / IP address to place the order - switched to a mobile phone to try to make the purchase, used the mobile internet connection (not my home wifi) this time, and it all went smoothly, purchase completed without any port lock message. it hadn't occurred to me that this would matter, because it's only been 3 lines so far, all on the same account with same shipping/payment details, so i thought it would be perfectly normal for a household to have 3 phones and be ordered from the same wifi. and i'm still not sure if this is the reason why the 3rd purchase finally went through, or it was just luck - but it did work when i changed the internet connection this time.
- goal is to get a new unlocked iPhone 16 from Apple for as cheap as possible. Right now, at about $895 including taxes, I'd be getting almost a 50% discount on the phone when all is said and done ($460 out of pocket including Metro costs and difference I need to pay to Apple after gift cards).
- but i'm going to try for a 4th order if the iPhone 14 and/or iPhone SE3 are still in stock the next few days once I can activate the 3rd phone (I've heard you can activate it even before it has arrived once you get the shipping info).
- iPhone SE3 has a better cost to bonus ratio (get extra $60 trade-in value for only spending $35 out of pocket) than the iPhone 14 (pay $134, get $136 in extra trade-in value), but since this will be my 4th order from Metro, I'm afraid I might hit a hard account block soon. So I will probably go with the iPhone 14 next (if possible/in stock), to lock in that value if I can. Then if I can order more, I'll keep going for the iPhone SE3 as long as possible.
Edit to add: This is my first time ever using Metro. I've never had an account or anything with them at all before last week. Also, I might try to order the $20 Galaxy tablet for my grandmother once I hit a hard block on new phone orders, if possible, since I've read posts that say people are still able to order that even when they can't order phones anymore. But they say that if you order the tablet, it does "freeze" your account to prevent your from ordering new lines until after you activate that tablet, so I'll wait until the end for that since it's not a priority.
I know metro terms say 1 year to unlock however there may be a slim possibility that maybe these iphone 13s will unlock in 6 months. I'm not counting on it but it would be nice.
I used one of the iPhone 13s that I ordered and on their cellular data and put "Apt 1" and I was able to order a second tablet! You were right. Changing the apt/unit, device, and/or internet/IP probably does the trick. Thanks so much 🙏.

Worked for me and suggested by others: Trying using a different device to order like the iPhone 13 you bought which I did. Make sure to turn off the wifi and just use the cellular data. When a pop up comes asking for location, I clicked "no"/"cancel" (although I don't know/think if this step matters). And also change the unit/apt to something like "Apt 1" or "Apt 2". I used "Apt 1" and the order for the second tablet went through.
