Sand filled
Thanks for pointing that out. Sand filled tend to have poor weight distribution rather than say steel or cast iron. If only doing simple movements very directional and not dynamic like swinging then these should suffice for a cheap pair.

A very nice price however you only get 1 of each weight. So most people will want 2 sets

Many KB specific exercises only need 1 KB.

I rarely see anyone use more than one kettlebell at a time. If they ever need to use two of anything, they'd use a dumbell. The handle of a kettlebell is designed for two hands for most cases.

With that said... If you need two, it's not a bad price for two for that amount of weight. Though if you ever need two of these, just use dumbells.

Bought these. Returned them. They are comically large.

If you don't care about plastic, sand-filled weights that are 2x the size of metal ones, this is a fantastic deal.

That's not the logic you want to go by though. If you had a barbell which is made for two hands, one hand obviously fits. Would you want a second barbell so you can do bicep curls with one barbell per hand?

Don't waste money on garbage like this. If you're interested in getting started with kettlebells, starting with a single, decent quality cast iron or steel kettlebell will be way more valuable than a set of garbage. Something like a Rogue. The recommendation is for most women to start with 8 kg (18 lbs) and most men start with 12 kg (26 lbs). Kettlebells are awesome. Go check out Lebe Stark on YouTube.
This isn't a slick deal. It's cheap trash.

For the guys weight of 26lb a rogue kettle bell would cost almost $60. Im sure it's great quality. My only concern with the delivery of these from walmart is fedex just tossing them wherever and they definitely will leave the package curbside or bottom of stairs

What it is you actually want to accomplish? There isn't a singular "shoulder muscle," so there isn't an easy answer without more specifics from you. Farmer's carry is probably the single safest exercise that is easy to access and has functional benefits for nearly every person regardless of their situation.

I have these and I don't recommend them. It's too big to grip and use. heavier weights are not very usable.

It's true. If you can find somewhere to buy local that's probably your best option. If you happen to live near Salt Lake City, then Wasatch Pro Fitness Supply has great options for a good price.
