That's what T-Mobile does, even on discounted phones they charge tax on full price.

I know I paid via PayPal for a couple Motorola phones last summer, but not seeing the option on a mobile browser now.
Seems like a great deal, and the 60 day unlock isn't too long.

I checked their website - the Verizon version unlocks after 60 days, but their Tmo/Att phones will only unlock after 1 year.
