Remember, the 1500 Min/Text/1500MB Data isn't per month, it's per year. That's just slightly over 4 mins/texts/mb of data per day.
The "per year" actually works in my favor. I get these as spare phones for when my kid goes to a sleepover, or a guest from a different country finds their phone doesn't work here, etc.
It's just nice to have a handset in a desk drawer, charged and ready to lend out for a while. And when service expires I unlock the phone and it serves as a backup of any if our regular phones breaks, so I don't need to rush for a replacement.
Remember, the Moto G Play '24 2-pack deal is also still live and is a much better phone, double the ram and capacity

Remember, phone is good for trade-ins, otherwise, ultra slow.

This phone is so bad compared to the 24. I purchased this last month and now they can bearly open my amazon app. My G play 24 is much better and less bulkier. Only reason to buy these is to harves minutes

At $20/year I'm tempted to get it just to keep in my elementary school child's backpack for emergency.

I have an old iPhone XR and she has an Apple Watch without cellular plan, how difficult would it be to get this, merge it into 2 years, move the plan over to the iPhone XR, then let her bring it to school with very little to no data so she can use her Apple Watch to make calls and text?

Pretty easy. Just follow Crazy8's DIY guide in the previous post on this deal. They'll tell you that you need a BYOP SIM for the iPhone XR, but I disagree. If you want to be safe, use a BYOP SIM.

That being said, there's another way that will lose a few months of airtime and more work, but makes this better than free. I'm not going to get into that here.

What sort of process is required to start using the phone? Do I need to provide a credit card number or ID, or can I just plug it in and start making calls?

Open the box, go to TracFone.com/activate, enter IMEI when asked, choose keep number or get new number, activate.

It's on the red activation card in the box. No CC needed after purchase.

They have an automated system that detects if you're a previous customer.
Their phone sales are for NEW customers
Some people are able to bypass the system and make a purchase others not so lucky !!.
