so if you think about it this is a very good deal as your basic 5 tier shelf without wheels is around $58. while this has 3 shelves and 2 hanging bars, it does have 4 of the better wheels that cost $15-20 a set.

I bought two of these kinds of clothes racks about a year ago that are around six inches wider and listed as carbon steel. Note that this item is just labeled as metal under material (it later says steel).
Mine were much more expensive over double this price. I would posit that a dust cover while useful to some people would leave your clothes as musty as uncycled drawer clothes or garments in a closed closet.
If you end up buying one of these don't buy hangers from Amazon as they are often overpriced. I'd try a Walmart and to get the ones with shoulder divots to prevent slippage.
