I was able to get it down to $58 including shipping

Step 1 - Go to CardBear or any gift card reseller to buy $60 worth of Best Buy gift card for 10% off
* You can only apply up to 10 Best Buy gift cards so don't buy small value gift cards
* Best Buy CC also gives 5%, but you also get 2% back on buying the discounted gift card with your regular CC so buying the gift card is a better deal.

Step 2 - Go to Best Buy and add the Airtags for $64.49

Step 3 - Make sure to use your discounted gift cards to pay for it

Final Price comes out to $58 Shipped!

As I understand it, no. The point of an AirTag is the precision tracking and the 16e can't do it.

So the most you'll get is a "last location". You'll know it's at your house, but not that it's stuck in your chair. 😀
